Indicator C3 — Duplicate or Near-Duplicate Projects

AI-verified / Na-verify ng AI Data as of October 21, 2026

Duplicate or Near-Duplicate Projects

Very similar descriptions within ~100m or identical coordinates across contracts/years.

This is a statistical anomaly or indicator worth examining — not proof of wrongdoing, fraud, or corruption against any person.

Indicator: contracts 23AA0398 and 23AA0259 have near-identical descriptions about 134 m apart (funding year 2023; ₱19.80M, ₱29.40M). Worth checking whether they cover the same works. It is possible these are two phases or segments of a larger seawall project that were not labeled as such in the titles.

How this was checked

Model: gpt-4.1

Prompt: v4.1

Checked: October 22, 2026

The two project titles are near-identical, with the only difference being 'Brgy.' vs 'Barangay', which is a spelling variant and not a distinguishing marker. Both projects are in the same barangay and sitio, funded in the same year, by the same contractor, and are only 134 meters apart. There are no phase, package, or section markers, nor any other place names that would distinguish them as separate works. This fits the rule's criteria for a potentially duplicate or overlapping project.
