Journalist Instructions

Love the Philippines is a free public-records site by Kooya. It brings government spending records together so anyone can look up a project, contract, contractor or budget and follow it back to the official source. It currently lists 248,578 DPWH projects and 7,717 contractors.

Data sources

Full list with coverage notes: Sources.

What the indicators mean

Indicators are published, rule-based checks on the records, for example awards very close to the budget ceiling, a location that could not be confirmed, or a high concurrent workload for one contractor. Each one is a reason to look closer. It is not an accusation, a finding of wrongdoing or a government rating. A person reviews each indicator before it is published. Rules and thresholds are on Indicators and Methodology.

Before you publish

  1. 1Open the source record. Every record links to its official source. Quote the figure from that source, not from a screenshot of this site.
  2. 2Note the "data as of" date. Records change when agencies update them. Put the date shown on the page in your story.
  3. 3Call an indicator an indicator. Write "flagged by Love the Philippines’ automated check for awards close to the budget ceiling", not "overpriced", "ghost project" or "corrupt".
  4. 4Ask for comment. Contact the agency or contractor before publishing, and read the right-of-reply section on the page for any response.
  5. 5Skip held amounts. Single-record amounts of ₱10 billion or more are held for verification. Do not report them until the page shows a figure.

“Data as of”

The date we last fetched the record from its source. If the agency changed it later, the source is right and this page is behind. Check the source link before you publish.

Held amounts

“Over ₱10 billion as listed in the source; held for verification” means one record lists an amount of ₱10 billion or more that we have not yet confirmed. Treat it as unconfirmed.

Right of reply

Every agency, office or contractor named on an indicator can respond. Replies are reviewed and shown on the page. See Right of reply.
