Build your own transparency site

Everything behind this site’s public data is free to reuse: a read-only API, versioned bulk snapshots for the whole country, every region and every LGU, a forkable “My LGU / My Barangay” website template, and printable templates barangays and LGUs can post today.

Public API

JSON, read-only, no key needed. Results are paginated with an opaque cursor (up to 200 rows per page), cached at the edge for an hour, and limited to about 60 requests a minute per IP. Over the limit you get HTTP 429 with a Retry-After header. Responses never include submitter, reviewer or private fields.

Regional and LGU files follow the pattern /open/files/2026-11-02/region/<PSGC>/projects.csv and /open/files/2026-11-02/lgu/<PSGC>/projects.parquet. The full list is in the manifest. The older single-file downloads are still on /data.

Fork the “My LGU / My Barangay” kit

  1. Copy the kit repository (a static Next.js site; no database or server needed).
  2. Set your PSGC code in kit.config.json. Look it up on any LGU page here or in the PSA’s PSGC list.
  3. Run npm install then npm run fetch-data. This downloads your LGU’s snapshot files and verifies their checksums.
  4. Run npm run build and host the out/ folder free on GitHub Pages, Netlify, Cloudflare Pages or any web host.
  5. Add your own barangay or LGU documents (budgets, bid results, project photos) in content/.

Public repository: coming soon.

Guardrails

  • Anomalies, not accusations

Indicators are statistical signals that can have innocent explanations. The kit labels them that way and has no option to call anyone guilty.

  • No private data

Individual sole proprietors are blanked; no submitter, reviewer, contact or personal data is in the API or files (RA 10173, the Data Privacy Act).

  • Always cite

Every page shows the source dataset, snapshot version and retrieval date, and links back to the original record.

  • No names beside audit findings

The template never places an official’s name next to a COA observation.

  • Right of reply

A built-in corrections page tells agencies and contractors how to dispute a record.

  • Checksum-verified data

The data fetch fails if a file does not match the manifest’s SHA-256.

This kit is meant to complement, not compete with, other civic projects. In particular, see BetterGov’s bettergovph/transparency-portal, an MIT-licensed template for building an FY2027 budget transparency portal for an LGU or DPWH district engineering office on the BetterGov.ph Budget API. Theirs covers budgets; this kit covers projects, contractors and anomaly indicators. Use both.
